Service Fees and Engagement Terms — Full Transparency
Browsing Orshina's caregiver catalog and submitting an inquiry are free and non-binding. Payment is relevant only when you proceed to an actual placement process.
Orshina's prices are fixed and stated up front: a one-time placement fee of ILS 2,000 including VAT, and a monthly care fee of ILS 70 including VAT for each month of employment. These are the maximum amounts permitted under the Population and Immigration Authority's procedures and the rules applying to licensed private bureaus in the caregiving sector, and they are also the prices Orshina charges. Separately, the employment costs themselves (wages, insurance, deposits and state fees) are set by law and are not paid to Orshina.
Orshina's prices — to the last shekel
These are the only prices Orshina charges. They are at the maximum amounts permitted under the Population and Immigration Authority's procedures and the rules applying to licensed private bureaus in the caregiving sector:
| Component | Cost | What it covers |
|---|---|---|
| Placement fee | ILS 2,000 incl. VAT (one-time) | The full placement process: matching, permit guidance, documents and registration, and onboarding support. |
| Monthly care fee | ILS 70 incl. VAT per month | Ongoing Orshina care and accompaniment for each month of employment. |
There are no hidden costs beyond these two fees. Before any engagement you receive a written breakdown, and you will not be asked to pay anything before receiving it.
What does Orshina's service include?
- Free access to the caregiver catalog: browse, filter and compare.
- Availability and fit checks with the Orshina team after you inquire.
- Guidance through the employment-permit process with the Population and Immigration Authority.
- Handling documents, registration and employer obligations at placement.
- Human accompaniment throughout, including the initial onboarding period.
Costs that are not paid to Orshina
Beyond Orshina's fees, the employer bears the employment costs themselves: minimum wage and pocket money, medical insurance, pension and severance deposits, and Population Authority fees. These are set by law, paid to the relevant bodies rather than to Orshina, and detailed on our FAQ page and by National Insurance. The long-term care allowance can fund part of the employment cost.
What varies by case?
The placement fee and the monthly care fee are fixed as above. What varies between cases is the employment costs and the timeline:
- A worker already in Israel vs. recruitment from abroad — different timelines and state fees.
- A permanent track vs. a short-period replacement caregiver.
- Permit stage: a family holding a valid permit vs. starting from scratch.
- The long-term care allowance the family is entitled to.
Payment, cancellation and refunds
Payment, cancellation and refund terms are set out in the engagement agreement provided for your review before signing. No signature — no payment. If anything is unclear, the Orshina team goes through it with you clause by clause before proceeding.
Important: never pay anyone to "reserve a caregiver" or "skip the queue" before receiving a proper written offer — not with us and not with any other bureau.

Orshina charges a one-time placement fee of ILS 2,000 including VAT and a monthly care fee of ILS 70 including VAT for each month of employment. How much does it cost to browse Orshina's catalog?
Nothing. Browsing, filtering and submitting an inquiry are free and non-binding. The placement fee applies only if you proceed to an actual placement process.
Are the amounts a private bureau may charge limited?
Yes. The amounts a licensed private bureau may charge appear in the Population and Immigration Authority's procedures and permit guidelines, and the list of licensed bureaus is published on gov.il. Orshina operates within that framework.
What if we want to cancel?
Cancellation and refund terms appear in the agreement provided before signing, and you can ask anything about them before committing. No signature — no payment.
